Monthly Forum: Sustainable Policy 201
For many years, GreenHomeNYC has dedicated an annual Policy Forum in the name of Patty Noonan, a GreenHomeNYC Founder and a trailblazer in sustainability who helped change the industry before we lost her way too soon. Her work with the Housing Partnership started the first replicable efficient affordable housing demonstration in the region, and paved the way for the high performance affordable housing that we see today.
At this years forum, four building energy professionals will discuss the local policy that affects sustainability in the NYC region. The “Sustainable Policy 201” forum will engage students, professionals and interested citizens from across the sustainable spectrum in order to gain a deeper understanding of the different environmental policies and regulations currently in place and how they are interconnected to influence future policy standards. At the conclusion of this forum, we hope to better understand where we have come from, where we stand today, and where we want to go to collectively move the city forward in its sustainable goals.

Speakers joining us for this discussion include:
Andrea Mancino, Director of New Construction, Bright Power
As the Director of New Construction, Andrea manages team members working on ground-up new construction and commissioning projects. Andrea also oversees long-term strategic planning for the new construction team and helps cultivate client relationships. Additionally, she serves as a Senior Project Manager for high level, unique projects that require deep experience, technical guidance, and detail. Daily activities of her team involve working with design teams to optimize design, conducting construction phase inspections and testing, as well as complying with relevant programs such as LEED, NYSERDA, Enterprise Green Communities, and Passive House.
Ultimately, Andrea’s mission is to continuously improve the standard of energy efficiency and sustainability best practices across the development, design and construction industries. Andrea is an avid supporter of GreenHomeNYC and is a proud member of the Women in Construction advocacy group. She also is a Certified Building Commissioning Professional (CBCP) and a LEED Green Rater.
Elizabeth Kelly, Manager of Sustainability Programs, Community Preservation Corporation
Elizabeth D. Kelly is the Manager of Sustainability Programs at The Community Preservation Corporation (CPC). In her current role, Elizabeth seeks to preserve affordability by creating strategies to leverage private capital to support environmental sustainability in multifamily housing and community revitalization projects. Prior to joining CPC, Elizabeth worked for the North River Commission in Chicago organizing community and economic development programs. Elizabeth holds a Master of City and Regional Planning from Rutgers University.
Francesca Camillo, Project Manager, NYC Department of Housing Preservation & Development
Francesca Camillo assists building owners in procuring funding for moderate and gut rehabilitation in the division of Preservation Finance at the NYC Department of Housing Preservation and Development. This builds on her experience navigating the complex regulatory universe of floodplain compliance and its intersection with local zoning and resiliency policy initiatives. Previous posts include working with HPD’s Multifamily Storm Recovery team as Sandy Recovery Senior Policy Analyst, and managing the East Village, Lower East Side, and Two Bridges Resilient Neighborhoods Study with the NYC Department of City Planning. Following Hurricane Sandy, she worked with NYC Emergency Management to obtain FEMA Hazard Mitigation Grant Program (HMGP) funds for various infrastructure projects throughout the five boroughs. She holds an M.S. of Urban Planning from Columbia University and a B.A. from Sarah Lawrence College.
Michelle Andry, Project Manager, New York State Energy Research and Development Authority (NYSERDA)
Michelle joined NYSERDA in 2015 to support the launch of the NY-Sun low-income solar programs, and currently works with the Low- to Moderate- Income team on multiple energy efficiency, clean energy and energy affordability initiatives impacting low-income households and affordable housing providers. Prior to joining NYSERDA, she worked with the New York City Department of Education developing Career and Technical Education (CTE) programs in sustainable building operations and maintenance, urban agriculture and horticulture for a public high school. She has also worked with the nonprofit solar organization GRID Alternatives, helping to launch its operations serving low-income households in the Greater Los Angeles area from 2008-2010. Michelle holds a bachelor of science degree from the University of Florida.
